
Northeast Regional Correctional Training Center
The Northeast Regional Correctional Training Center (NERCTC) is a collaborative effort between the American Jail Association (AJA) and the New York City Department of Correction (NYCDOC).
NERCTC provides training to correctional agency staff employed in Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, Delaware, New Jersey, New York, and Pennsylvania.
MISSION
The Northeast Regional Correctional Training Center (NERCTC) promotes operational excellence within local jails across the region. The NERCTC will be a nationally recognized model for jail-specific training certification that supports professional development, ensures regulatory compliance, and reinforces public trust in correctional services.
Direct Supervision Jail Models — Back to the Basics

This course revisits the original nine principles of direct supervision endorsed by AJA in November 1992. It focuses on strengthening interpersonal communication, problem-solving, and leadership skills. This training is designed for agencies seeking to reestablish or reinforce direct supervision practices and return to foundational strategies.

Instructor Information:
Anthony Callisto, Jr. is a consultant specializing in criminal justice, safety and security, organizational development, and labor relations. He retired in June 2021 as Senior Vice President for Safety and Chief Law Enforcement Officer at Syracuse University, where he led the Division of Campus Safety and Emergency Services. In this role, he provided executive oversight to nearly 200 personnel, including campus police, security and communications staff, environmental health and safety specialists, risk management professionals, and emergency management teams. Prior to his promotion in 2014, he served as Chief of Public Safety, overseeing one of the largest law enforcement agencies in Onondaga County, which handled more than 70,000 calls for service annually and served a campus population exceeding 22,000 students.
Shawn Laughlin, MCJ, CJM, retired in April, 2026, after more than 24 years of distinguished service with the Broomfield Police Department, leaving behind a legacy of leadership, dedication, and community impact. He joined the department in September 2001 as one of its original detention officers when the Broomfield jail first opened following the city’s transition to a county. Demonstrating exceptional commitment and capability early in his career, he was promoted to Sergeant just two years later and advanced to Commander in 2015.

A minimum number of participants are needed to hold our workshops. You may cancel up to five business days prior to the Professional Development Workshop. No refunds will be given for cancellations received five or less business days before the class. All cancellations are subject to a $50 service fee. Your cancellation must be received in writing via fax or e-mail. Substitutions are acceptable. "No Shows" will be charged at the applicable rate. It is strongly recommended that participants DO NOT purchase airline tickets without first contacting AJA to confirm program availability. Workshops begin at 8:00 AM and usually go until 5:00 PM (unless otherwise noted).
