Job Summary

Under the direction of the Sheriff or Department Head within Travis County Sheriff’s Office, this position is responsible for managing full training cycle, supervising professional level and support staff, coordinating subject matter experts as adjunct trainers in support of Travis County Sheriff’s Office comprehensive training and education programs, as well as management, tracking, and performing of all of the duties of the Training Coordinator as outlined in the Texas Commission on Law Enforcement (TCOLE) rules. Analyzes, designs, develops, implements, and evaluates learning initiatives, strategies, and training programs for peace officers, corrections officers, and all civilian employees. Ensures training programs compliance with applicable Federal, State and Local laws, and certification-based mandates and standards, County and departmental policies, procedures, practices, and assists with the development of departmental policies as required. Consults with Departmental management in areas of specialization to align programs and solutions with applicable procedural and mandated standards, as well as to address specific development needs related to programs and staff. Provides leadership in the development of departmental organizational and staff development strategies. Performs classroom instruction and hands-on-training when required. Oversees the Travis County Physical Fitness Program. Responsible for all facilities and property assigned to, or utilized by, the Travis County Sheriff’s Office Training Academy. Participates in an annual Academy inspection and evaluation and performs other duties as assigned. Participates in applicant testing and new hire process and oversees the Law Enforcement Field Training Officer Program.

This is a job classification within the Public Safety / Emergency Management job family. Incumbents in this classification demonstrate a highly advanced degree of initiative and independent judgment, excellent communication skills and problem-solving abilities. This classification may require a flexible work schedule to meet operational needs of the office.  

Duties and Responsibilities

 

  • Manages the scheduling, monitoring, and deployment of human, operating, and capital resources to accomplish departmental policies, plans and programs and achieves performance outcome measures related to training and education programs within an operating unit.
  • Using appropriate models or other training theories, oversees training including needs analysis, training strategy, designing, development and delivery of training programs or curriculums for adult learners within an operating unit. Assists in the development of program goals, initiatives, and best practices, ensuring adherence to and compliance with applicable Federal, State and Local laws, and TCOLE requirements, certification- based mandates and standards, and departmental and County policies, procedures, and practices.
  • Provides leadership in the development of departmental organizational and staff development strategies. Designs, develops, presents, coordinates, facilitates, and evaluates learning strategies and training programs and initiatives for department employees.
  • Procures training and development services from vendors including price negotiations, contract review, and curriculum content analysis.
  • Assists in preparation and administration of training budget. Monitors and approves budget expenditures to ensure consistency with organizational goals and objectives and remaining available funds. Establishes internal control procedures for budget related activities.
  • Oversees and supervises staff, including hiring, training, performance evaluation, disciplinary actions, and dismissals. Ensures activities are consistent with goals and objectives. Seeks and creates opportunities for development of staff, learning and improved performance. Identifies and addresses performance problem and/or conflicts.
  • Provides high level technical advice, policy interpretation and guidance for application of appropriate training and certification procedures to supervisors and other staff within an operating unit. Represents the department and serves as a liaison for local and statewide committees and task forces, and advisory groups.
  • Provides advanced student support and implementation of training solutions. Tracks trends and makes recommendations regarding training technology. Oversees the development of curricula and courseware. Analyzes laws, codes, and policies to consult with subject matter experts to design and develop curriculum related to training needs.
  • Delivers instructor led training classes. Helps develop the subject matter experts with their content and delivery. Ensures that training materials, resources, and aids are kept up to date and are effective.
  • Oversees development of annual training calendar, training curriculums and course outlines, and advises regarding selection and development of instructional methods, training aids and other materials. Ensures training facility is prepared and ready for use by time needed for training purposes.
  • Specializes in a particular subject, training program and function of the Department. Provides specialized training and guidance on complex technical and operational requirements for specific training and certification matters. Utilizes knowledge of state data base system used by the County to record employee training records.
  • Develops and maintains key relationships and alliances with relevant County and State agencies and partners to ensure programs aligning with applicable standards and methods of training and education programming and appropriate resources.
  • Performs other job-related duties as assigned.
 

 

Minimum Requirements

Education and Experience:
Master’s degree in Education, Human Resource Management, Public Administration, Criminal Justice, Business Administration, Organizational Development, directly related field, or field of study with relevance to the Department operations and standards, AND five (5) years responsible experience in the planning, development, coordination, conducting and evaluation of in-house or professional training, education, and employee development programs, educational workshops and personnel seminars, including one (1) year of mid to senior level supervisory or management experience;

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
 
Licenses, Registrations, Certifications, or Special Requirements: 
Valid Texas Driver’s License.

  • Computer equipment to include word processing, spreadsheets, databases, and a variety of software packages, such as Microsoft Suite.  
  • Business letter writing, grammar and punctuation, and report preparation.
  • May be required to develop knowledge of and adhere to federal and state laws requiring the confidential handling of certain health information.
Skill in: 
  • Supervising training cadre, allocating and monitoring various resources needed to achieve goals.
  • Analyzing, designing, developing, implementing, and evaluating training programs for adult learners.
  • Developing, managing, and monitoring departmental training budget.
  • Using and maintaining various audio-visual training aides.
  • Collaborating with and training large groups of people with diverse backgrounds, education levels, and skillsets within the organization, as well as outside the organization.
  • Must be able to understand, interpret and properly apply court order, relevant State statutes including the Code of Criminal Procedure, Penal Code, State Jail Standards, TCOLE requirements and all other statutes, ordinances, policies, and procedures required to perform essential job duties assigned.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 20-50 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions.
 
Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.

Work Hours: Monday through Friday, 8:00 AM - 5:00 PM. Works some holidays, works some weekends. May work additional hours, as needed.
