Course Description:


Jail administrators have an important role in ensuring that jail operations are conducted in a safe, secure, humane, and legal manner.  The goal of the Jail Administration program is to provide jail administrators with information and tools that can be used to fulfill this role.  Jail administrators must have knowledge and skills in a wide variety of areas to oversee operations and manage specific functions.  Each module of this program focuses on specific administrative responsibilities and tools including: action planning; using jail standards; managing risk; developing policy and procedure; determining staffing needs; managing the workforce; managing inmate behavior; developing a fire, safety and sanitation plan and; assessing jail operations.


Instructors Bios:

Karen Albert, EdD | Practical Solutions for Public Safety, Inc

Karen Albert has over 40 years of experience in adult, juvenile, and criminal justice administration and consulting.  She is currently consulting for various local, state, and federal agencies particularly in areas of criminal justice planning, staffing, and operational assessments.  In her career with the Arlington, VA Sheriff’s Office, she held progressively responsible positions and retired as director of administration. As the transition team leader for the new Arlington jail, Ms. Albert oversaw Arlington County’s transition from a 164-bed linear facility housing more than 400 inmates, to a 509-bed direct supervision jail. Her experience also covers the range of justice sanctions, and Ms. Albert has played key roles in the development of adult and juvenile justice community corrections and reentry plans at the state level, as well as developing county-based pre-trial supervision and post sentencing release programs.  Ms. Albert serves as a technical resource provider and instructor for the National Institution of Corrections in the areas of jail administration, facility planning and transition, resource management, staffing, and strategic inmate management.  She has also served as a criminal justice expert witness, and a certified PREA auditor.  Ms. Albert holds a Bachelor of Science degree from East Carolina University, a Master of Arts degree from Marymount University, a doctorate in Education with a focus on Organizational Leadership.  Ms. Albert is a graduate of Leadership Arlington, Leadership Greer, Leadership South Carolina, and Leadership Grand Strand and continues to support her community.

Kathryn A. Bryan, President

Kathryn Bryan has over 30 years of combined criminal justice experience. Her service as a US Army Military Police Officer, responsible for law enforcement operations and the confinement of prisoners both in a peacetime garrison setting as well as in areas of conflict, provided a foundation for her criminal justice career. As a law enforcement and detention officer, Ms. Bryan has had ever-increasing responsibilities in the following positions: as an investigations/narcotics manager, training coordinator, and jail administrator for three separate agencies. Ms. Bryan has extensive direct operational experience that includes, but is not limited to, budget preparation and management, inmate medical management and the various medical management models, correctional leadership, confinement-related systems assessments, inmate behavior modification, employee performance management, detention contracts negotiation, standards compliance, policy and post order development and implementation, and staff training and development. Agencies seek out Ms. Bryan to provide operational guidance as she has a depth of knowledge in all areas of corrections. She is certified as an expert witness in federal court for lawsuits arising from confinement facilities. Ms. Bryan is an adjunct instructor in criminal justice and was selected by the NC assistant attorney general to develop a training course on inmate medical care for the North Carolina New Sheriff’s Leadership Institute. Ms. Bryan is a certified trainer and technical resource provider for the National Institute of Corrections with a specialization in operational issues, jail administration.

Alan Richardson, CCHP
 
Alan Richardson has 34 years of experience in the correctional field. Mr. Richardson’s experience in operations, project management, training, consulting, and communications enables him to lead local and state corrections projects on needs assessments, programming, staffing analysis, and training. Mr. Richardson began his corrections career as a Correctional Officer in the Lexington County Detention Center in South Carolina. He then advanced from this position to become the Jail Administrator and eventually the Commander of the Detention Bureau. During his tenure, he oversaw two expansions of the detention center. At the National Institute of Corrections, Mr. Richardson worked as a correctional program specialist where he developed numerous programs for local correctional agencies. He also managed the development of several publications, including the Staffing Analysis Workbook for Jails, second edition. After many years of working for other consulting firms, Mr. Richardson founded Justice Planners in 2017. He works exclusively with local, state, and federal systems providing criminal justice system assessments, needs assessments and feasibility studies, new facility programming, and staffing analyses. His hands-on experience with day-to-day operations enables him to evaluate projects in terms of efficiency and effectiveness, and his broad consulting background enables him to assist clients in planning, procurement, and implementation of comprehensive development plans for their justice-related facilities and operations.

APPLICANTS MUST BE THE ADMINISTRATOR AND/OR ASSISTANT ADMINISTRATOR OF A FULL-SERVICE, SMALL OR MEDIUM-SIZED JAIL. THE JAIL ADMINISTRATOR IS DEFINED AS THE PERSON WHO DIRECTS THE DAY-TO-DAY OPERATIONS/MANAGEMENT OF THE JAIL. TRANSPORTATION, HOTEL AND MEALS ARE THE RESPONSIBILITY OF THE ATTENDEE.
