Legal Issues/Use Of Force 2023 – Following the Latest Trends and Developing Best Practices
The landscape of corrections in regard to the use of force has been rapidly changing over the past few years and last several months. This two-day interactive training is designed to hone the skills of corrections managers, supervisors and line staff by reviewing best use of force practices in dealing with offenders with mental health issues, medical issues, and co-occurring disorders. We will also focus on the latest developments in legal issues that impact our staff, offenders and facilities. Best practices, recent case law, statutory requirements and operational strategies will be discussed. Topics will include:

Instructor Bio:
GERARD J. HORGAN -RETIRED SPECIAL SHERIFF / SUPERINTENDENT
Gerard Horgan served as the Superintendent of Jail Operations and Special Sheriff at the Norfolk Sheriff’s Office from 2013 to 2018. In this role, he supervised all Uniformed, Programs, Medical, Mental Health, HR, Fiscal, Legal, Classification and other Administrative staff. Horgan oversaw the daily operation of the facility and serves as a liaison to federal, state and local law enforcement agencies and the courts. Previously, he spent over 25 years at the Suffolk County Sheriff’s Department where he was Director of Human Resources, Deputy Superintendent, and Superintendent/Special Sheriff at both the Nashua Street Jail and the South Bay House of Correction. Currently, Horgan is a member of the Governor’s Special Commission on Correctional Funding in Massachusetts and he has worked with the Massachusetts Sheriff’s Association on the compliance efforts with the Criminal Justice Reform Act of 2018. He also provides consulting services to a number of Sheriff’s offices on legal and operational issues.

No refunds will be given for cancellations received five or less business days before the class. All cancellations are subject to a $50 service fee. Your cancellation must be received in writing via fax or e-mail. Substitutions are acceptable. "No Shows" will be charged at the applicable rate.
It is strongly recommended that participants DO NOT purchase airline tickets without first contacting AJA to confirm program availability. Workshops begin at 8:00 AM and usually go until 4:00 PM (unless otherwise noted).
