Mental Health Challenges That Face The Jail Professional


In jails across America, we face significant challenges regarding the mental health needs of the men and women in our custody.  While the number of people who are incarcerated may have lessened, more offenders who are in our facilities have mental health issues. Offenders with serious mental illness make up a significant portion of our populations.  This class will focus on strategies on how to minimize the risks that men and women with SMI face while keeping our staff safe.
Attendees of this two-day course will be involved in discussions on:
  • Statistical review of the men and women with SMI
  • A review of recent litigation on correctional mental health issues
  • Restrictive housing and alternative strategies
  • Crisis Intervention Teams
  • Deescalating the use of force with a focus on the offender’s mental health
  • Proactive treatment plans for offenders who impede operations due to mental health issues
  • Identifying and minimizing suicide risk
  • Reviewing your training curriculum
  • After action reviews for medical and mental health emergencies

Instructor Bio: 

GERARD J. HORGAN -RETIRED  SPECIAL SHERIFF / SUPERINTDENT
Gerard Horgan served as the Superintendent of Jail Operations and Special Sheriff at the Norfolk Sheriff’s Office from 2013 to 2018.  In this role, he supervised all Uniformed, Programs, Medical, Mental Health, HR, Fiscal, Legal, Classification and other Administrative staff.  Horgan oversaw the daily operation of the facility and serves as a liaison to federal, state and local law enforcement agencies and the courts.   Previously, he spent over 25 years at the Suffolk County Sheriff’s Department where he was Director of Human Resources, Deputy Superintendent, and Superintendent/Special Sheriff at both the Nashua Street Jail and the South Bay House of Correction. Currently, Horgan is a member of the Governor’s Special Commission on Correctional Funding in Massachusetts and he has worked with the Massachusetts Sheriff’s Association on the compliance efforts with the Criminal Justice Reform Act of 2018. He also provides consulting services to a number of Sheriff’s offices on legal and operational issues.

 A minimum number of participants are needed to hold our workshops.  You may cancel up to five business days prior to the Professional Development Workshop.  No refunds will be given for cancellations received five or less business days before the class.  All cancellations are subject to a $50 service fee.  Your cancellation must be received in writing via fax or e-mail.  Substitutions are acceptable.  "No Shows" will be charged at the applicable rate.
It is strongly recommended that participants DO NOT purchase airline tickets without first contacting AJA to confirm program availability.  Workshops begin at 8:00 AM and usually go until 4:00 PM (unless otherwise noted).
