Use of Force in 2022 – What the Corrections Professional Needs to Know


The landscape of corrections in regards to the use of force has been rapidly changing over the past few years and last several months.  This two-day interactive seminar is designed to hone the skills of corrections managers, supervisors and line staff by reviewing best use of force practices in dealing with offenders with mental health issues, medical issues, and co-occurring disorders.  We will also be reviewing use of force videos and recent court decisions that impact our daily operations.

Instructor short Bio: 

Gerard Horgan a Certified Jail Manager, is a graduate of Northeastern University where he earned a Bachelor’s Degree in Political Science with a concentration in Public Administration and of Suffolk University Law School.  He was admitted to the Massachusetts Bar in 1994.  For the past fourteen  years, Horgan has been an Adjunct Professor the University of Massachusetts Boston where he teaches courses in corrections and criminal justice.  He has taught numerous classes to corrections staff at Suffolk County, Norfolk County, Hampden County, Worcester County and the Massachusetts Sheriff’s Association. He has presented at the American Jail Association Conference in the area of liability and risk management and conducted similar trainings for the Kentucky Jailers Association in 2016 and for the AJA in Nebraska, Kansas and Virginia over the past five years.

A minimum number of participants are needed to hold our workshops.  You may cancel up to five business days prior to the Professional Development Workshop.  No refunds will be given for cancellations received five or less business days before the class.  All cancellations are subject to a $50 service fee.  Your cancellation must be received in writing via fax or e-mail.  Substitutions are acceptable.  "No Shows" will be charged at the applicable rate.
It is strongly recommened that participants DO NOT purchase airline tickets without first contacting AJA to confirm program availability.  Workshops begin at 8:00 AM and usually go until 4:00 PM (unless otherwise noted).
