Instructor:

GERARD J. HORGAN - RETIRED SPECIAL SHERIFF/SUPERINTDENT, has served as the Superintendent of Jail Operations and Special Sheriff at the Norfolk Sheriff’s Office from 2013 to 2018.  Previously, he spent over 25 years at the Suffolk County Sheriff’s Department where he was Director of Human Resources, Deputy Superintendent, and Special Sheriff at both the Nashua Street Jail and the South Bay House of Correction. Currently, Horgan is a member of the Governor’s Special Commission on Correctional Funding in Massachusetts and he has worked with the Massachusetts Sheriff’s Association on the compliance efforts with the Criminal Justice Reform Act of 2018. Gerard is a Certified Jail Manager, is a graduate of Northeastern University where he earned a Bachelor’s Degree in Political Science with a concentration in Public Administration and of Suffolk University Law School. 

The landscape of corrections in regards to the use of force has been rapidly changing over the past few years and last several months.  This two-day seminar is designed to hone the skills of corrections managers, supervisors and line staff by reviewing best use of force practices in dealing with offenders with mental health issues, medical issues, and co-occurring disorders.  We will also be reviewing recent court decisions that impact our daily operations.

A minimum number of participants are needed to hold our workshops.  You may cancel up to five business days prior to the Professional Development Workshop.  No refunds will be given for cancellations received five or less business days before the class.  All cancellations are subject to a $50 service fee.  Your cancellation must be received in writing via fax or e-mail.  Substitutions are acceptable.  "No Shows" will be charged at the applicable rate.
It is strongly recommened that participants DO NOT purchase airline tickets without first contacting AJA to confirm program availability.  Workshops begin at 8:00 AM and usually go until 4:00 PM (unless otherwise noted).
