Jail Death Review & Investigations: Best Practices
Description: Performing jail death reviews is a vital responsibility. A solid jail death review should reveal what was done right, what was done wrong, and what could have been done better. A poorly handled or poorly organized jail death review can cloud the truth and lead to confusion. Because of the importance of what jail officers do—and the constitutional principles involved—those involved in jail death reviews need to prepare their reports with the expectation that involved stakeholders (jail agencies, jail oversight organizations, citizen groups, local and State police, district attorneys, civil rights groups, plaintiff’s attorneys, Department of Justice, the media, and elected officials) will read these reports—as well as the State and Federal courts at some point.
Information included in this class:
- Federal and State legislation regarding jail deaths (oversight and reporting requirements).
- Developments in Constitutional, Federal, and State case law.
- The role of jail administration, internal affairs, local police, State police, the Department of Justice.
- Medical provider’s role in the “Mortality Review.”
- Relevant National Commission on Correctional Health Care standards.
- The knowledge on how to preserve digital evidence.
